Summary
The Fire Protection Systems Owner is responsible for supervising the work of Fire Protection Systems Specialists (FPSS), as well as CNL tradespeople and external contractors on an as-needed basis. The Fire Protection Systems Owner has the overall responsibility to ensure that all new or modified fire systems installation, inspection, testing, and maintenance work is completed in accordance with CNL policies and processes, and by the codes and standards indicated in the site license and its referenced documents. The Fire Protection Systems Owner is also expected to function as a Subject Matter Expert on all fire protection systems at CNL.
Responsibilities Include:
The Fire Protection Systems Owner is responsible for supervising the work of Fire Protection Systems Specialists (FPSS), as well as CNL tradespeople and external contractors on an as-needed basis. The Fire Protection Systems Owner has the overall responsibility to ensure that all new or modified fire systems installation, inspection, testing, and maintenance work is completed in accordance with CNL policies and processes, and by the codes and standards indicated in the site license and its referenced documents. The Fire Protection Systems Owner is also expected to function as a Subject Matter Expert on all fire protection systems at CNL.
Responsibilities include:
- Ensuring the installation, operation, inspection, testing and maintenance of fire protection systems is complete as per codes, standards, and Quality Assurance (QA) requirements;
- Develop an annual fire systems operations and maintenance plan and budget, including a prioritized hierarchy of required upgrades to fire protection systems;
- Maintaining the scope and schedule for required inspection, testing, and maintenance activities, including preventative maintenance;
- Managing projects or delegating project management functions to Fire Protection System Specialists for new installations as well as upgrades to fire protection systems;
- Ensuring all inspection and testing reports have been filed and record maintenance practices are being followed;
- Addressing corrective actions identified during routine and non-routine inspections/audits;
- Managing the preparation of corrective action plans, operating procedures and related documents;
- Communicating progress updates to CNL stakeholders;
- Monitoring fire protection system deficiencies and maintaining ongoing communication with the CRL Fire Department, informing them of changes in fire systems or equipment, when completing authorized work to ensure there are back-up fire systems in place, and to coordinate fire systems testing, inspection and maintenance;
- Tracking system outages, failures, and assessing improvements required to avoid future failures;
- Providing technical support, including during emergency response, as required.
- Accountable to notify CNL insurance companies when systems are taken out of service and returnedto service;
- Responding to emergent breakdowns (e.g. pipe breaks, alarm failures) and determine corrective actions to get the systems back in service to avoid excessive facility downtime;
- Providing supervision and guidance to staff and contractors on site after hours for repairs;
- Maintains internal client requirements documents and site standards for Fire systems; and
- Plans training needs analysis for FPSS
Education
Bachelor's degree in engineering or applied science from a university of recognized standing or College diploma in Fire Protection Engineering Technology or equivalent combination of education and experience. Equivalent education and experience would include knowledge in areas such as fire protection fundamentals, plans examination, sprinklers, building construction and fire protection, CAD, combustion chemistry, electronics, building and fire codes, chemical extinguishing systems, fluid mechanics, hazards of materials, effective technical wiring, fire alarm systems, fire dynamics, hydraulic sprinkler design, sprinkler fitting, fire pumps, fire modelling, hydraulic systems, job estimating and materials management, fire pumps, and fixed suppression.
Experience
Minimum 5 years progressively responsible experience in design, construction, operation, inspection, testing, and maintenance of fire protection and suppression systems. Experience must also result in a familiarity in the use and application of Canadian and NFPA codes and standards for installation, maintenance, inspection and testing of fire protection systems and equipment including, but not limited to, sprinkler systems (including water supply and distribution), fire alarm systems, standpipe systems, fire hydrants, fire barriers (fire separations, fire dampers, and associated closures), emergency lighting, fire extinguishers and other automatic fire suppression systems.

- Ability to solve technical problems and communicate their solutions in an orderly, practical manner;

- Good oral communication and writing skills, including the ability to provide presentations to groups of people;
- Computer skills including a good working knowledge of MS Office Products Autocad, Hydracad and other industry-specific programs;
- Ability to develop a thorough knowledge and understanding of the existing fire systems on site;
- Coordinate technical and non-technical staff in the delivery of inspection and maintenance services;
- Ability to liaise, work and interact with other team members, the Fire Department, building/systems owners, customers and projects effectively; and
- Be proactive in searching for related work that could be brought forward or in parallel with other work.
- Ability to manage complex and technical projects.
- Ability to be on-call on a rotational basis. Job/Industry Specific Knowledge
- Strong understanding of the National Building Code, Canadian Electrical Code, National Fire Code and applicable National Fire Protection Association (NFPA), Canadian Underwriters Laboratories CAN/ULC, and Canadian Standards Association (CSA) standards;
- Understanding of Canadian nuclear regulatory requirements would be an asset;
- Respect for CNL processes (e.g. Engineering Change Control) and safety requirements that are unique to a nuclear environment;
- Ability to maintain continued proficiency on changes to or installations of new fire systems; and
- Proficiency in the provision, operation, and maintenance of fire protection, suppression, and alarm systems, as well as other interrelated building systems as required.
Functions and Responsibilities
Functions and responsibilities include but are not limited to the following:
Management of People: Oversee the work of FPSS and ensure necessary training and required information (e.g. codes/standards) is provided/maintained. Participate in performance objective/goal setting and regular performance reviews for FPSS. Manage FPSS internal group dynamics.
Management of Fire Protection Systems
Ensure Fire Protection Systems are installed and maintained in accordance with applicable codes and standards and QA requirements; and that Fire Protection Systems are inspected and tested in accordance with applicable standards (including ensuring that required inspection frequencies are maintained). Develop and maintain the annual operational budget and scope. Ensure emergent issues are rectified in a manner to reduce impairment durations.
Relationships (Internal & External)
Internal Relationships:
Liaises with building occupants, managers, trades people, peers, project staff and others in the project review process to ensure that Fire Protection Program requirements for Fire Protection Systems are met. The Fire Protection Systems Owner (and FPSS) are responsible to act as Subject Matter Experts (SMEs) for all fire protections systems at CNL. Reports to the Fire Protection Program Manager.
External Relationships:
The Fire Protection Program engages contractors for some installation, inspection, testing, and maintenance activities. Consultants are also engaged at times for design activities. The Fire Protection Systems owner will also be required to engage with regulators on an 'as-needed' basis. Level of Decision Making
Financial Decision Making:
Prepares operational, capital and project budgets for approval by Fire Protection Management and Leadership. Initial approver for purchases related to contracts and the installation, inspection, testing and maintenance of fire protection systems.
Strategic Decision Making:
Works with Fire Protection Management to establish multi-year operational plans and identify site requirements for fire protection systems and infrastructure upgrades.

Problem solving includes that related to routine, day-to-day people and fire protection system management, as well as troubleshooting fire protection systems in the event of emergent situations.

The Fire Protection Systems Owner:
- Ensures FPSS have access to all necessary codes and standards, and adequate training to fulfil roles;
- Establishes priorities within the group;
- Must possess a 'lead by example' attitude;
- Must be approachable to staff members and offer support; and
- Possess the ability to clearly communicate code and standard requirements to affiliated trades so they can carry out their tasks.
Effort and Working Conditions
Physical and Sensory Demands:
Must be able to stand/walk for long periods of time. Intermittent need for long hours, possibly under harsh weather conditions (i.e. during emergent repairs or other site emergency situations).
Working Environment:
- Ability to work under pressure and with conflicting priorities.
- Willingness to work off hours, if required, during system failures (e.g. Sprinkler and fire alarms) and other site emergency situations.
