Intermediate Estimator
Position: Intermediate Estimator (x 3)
Location: Chalk River, Working Remotely with site visits when needed.
Duration: 1 Year with possible extensions
Start Date: upon security clearance.
Resumes due by June 13 at 1PM.
Summary: The Estimator will be responsible for supporting various projects with cost estimating and related tasks as assigned by the Manager, ERM/Capital, and as more specifically detailed below.
Duties and Responsibilities:
- Providing an Estimate-to-Complete of all remaining work.
- Assisting with monitoring of contractor cost.
- Interpreting field schedule information to generate an algorithm to calculate and forecast average costs per property based on actual costs incurred to date.
- Reviewing bid packages alongside the Class A estimates provided by our design consultants and providing recommendations to the design team aimed at improving cost estimates.
- Reviewing and validating change requests/orders/claims from contractors.
- Providing "ball park estimates" quickly for emergent work so as to better position CNL in negotiations with Contractor.
- Actively assisting with the cost definition, coordination and implementation of the various engineering work packages under the scope of services described as Small Scale Sites, Major Sites and Industrial Sites (i.e., developing strategies, developing schedules, etc.).
- Assisting with estimating cost risks in the various project risk registers and identifying cost risks to add to same.
- Providing cost estimating support for "what if" scenarios for various options related to characterization, design and remediation.
- Reviewing technical studies and detailed reports prepared by survey and design consultants and other contributing parties to ensure high quality (accuracy and appropriateness) and consistency with cost estimating requirements and standards.
- Assisting with the development of practical and economical solutions to specific problems encountered by the project.
- Monitoring deliverables for cost accuracy and adequacy, checking calculations and assessing needs for potential changes in scope, cost, schedule or quality.
- Providing input into contractual matters and assisting in the identification and scoping of project deliverables and associated cost projections.
- Reviewing various project documents including Technical Scope of Work, Statement of work, project schedules and project budgets.
- Other tasks as assigned.
Required Skills and Experience:
The Estimator should hold a degree in a recognized field and have at least 8 years of cost estimating experience. The following knowledge, skills and abilities are required:
- Experience in completing large projects.
- Experience and capability in managing and supporting project teams, providing input to investigation and design teams and the development and implementation of estimates.
- Must have knowledge of estimating procedures and practices, organization and quality processes.
- A good understanding of compliance program requirements (e.g. radiation protection) and knowledgeable of procurement practices.
- Technical background or demonstrated understanding of engineering and/or construction contracts.
- Technical background or demonstrated understanding of engineering and/or construction contracts.
- Sound knowledge of ethical project management and business practices.
- Strong analytical, business and negotiation skills to manage adherence to contractual requirements.
- In-depth knowledge of and experience in applying commercial and contractual formats and specific terms and conditions.
- Must be able to work independently, establishing priorities in meeting conflicting requirement deadlines.
- Willingness to devote additional/extended hours and work under pressure.
- Demonstrated ability to effectively communicate both orally and in writing in a large complex matrix organization.
- Must be a team player with superior verbal communication and technical writing skills as well as the ability to work effectively with personnel of varying disciplines.
- Must be proficient in MS Office applications (e.g., WORD, EXCEL, ACCESS, MS PROJECT, etc), experience with Primavera 6 and InEight Estimating software (or any estimating software) would be an asset.
Problem Solving
- Ability to work effectively and responsibly under minimal supervision, to take action and display initiative with good judgment in all matters related to cost estimating.
- Must be solutions-oriented and capable of offering valuable input for improving challenges with existing estimates, while helping to carry these initiatives forward efficiently.
- The Estimator needs to be comfortable offering critical review/comment of contractor estimates, while also being capable of defending CNL's viewpoint in a diplomatic and collaborative manner.
Recommendations and Decisions
- Ability to make recommendations to resolve moderately complex problems related to cost estimating.
- Must be decisive in helping to direct initiatives related to cost estimating.
- Confidence in assessing and challenging information presented/compiled to ensure quality/integrity.
Responsibility for Supervision
- The Estimator has no responsibility for direct supervision of staff, but will be expected to mentor and coach staff at various levels in matters related to cost estimating.
Communications
- The Estimator must have strong communication skills, along with good collaboration and negotiation skills.
- The candidate must be able to interpret and understand both construction and remediation terminology and documentation, including familiarity with technical specs and engineering information.
- Strong organizational and time management skills are required, along with the ability to interface effectively with a variety of stakeholders.
- Ability to engage effectively with CNL staff is also key, this includes professionals in varying fields across all levels of project (e.g., operations, construction management, procurement, finance, planning, and engineering).
- The Estimator may be required to make presentations to varied audiences and will participate in problem-solving discussions. S/he will also be required to monitor and comment on the estimates supplied by contractors or technical staff involved aspects of cost estimating.
Resource Management
The Estimator does not have a direct role in the utilization of financial, technological or human resources, except for CNL's standard computer equipment/software. Tasks performed tasks will involve effective utilization of physical and technological assets available within CNL.
