Technical Field Advisor - Hydro Generator
Location: Umatilla, OR
On-Site: Monday - Friday
Type of Employment: Contract
Duration: 1 Year
Hourly Rate: $62/hour (W2), $77/hour (1099)

Per Diem: $180/day
Role & Responsibilities:
- Apply, deploy project quality strategy.
- Control quality activities on site to ensure compliance with instruction and objectives.
- Manage, ensure on-time delivery and control of quality deliverables
- Participate to the “feedback of experience” process.
- Supervise and inspect works under his responsibility (including works done by subcontractors) to ensure to respect the technical, standard regulations, quality, EHS and contractual requirements.
- Ensure the procedures are in place and respected during every step of the installation works.
- Communicate with the Engineering for support or site technical inquiries.
- Produce/complete requested records (site record sheet, inspection report, etc) following to control done.
- Ensure that the site record sheets are well-completed (all measurements requested, temperature, instruments name + number, names, date,unit, reference, etc).
- Analyze and valid the conformity of the measurements with support of the technical supervisor manage, complete and follow inspection and test plans (ITP).
- Manage stakeholder’s witness / hold points planning for site phase and coordinate witness/hold points notification to the stakeholder.
- Monitor to make certain that inspections and tests during assembly and commissioning are conducted, checked, approved, and documented as prescribed in the ITP and technical documents.
- Inspect Engineering Instruction (DI) related to activities under his responsibility to validate conformity of the works performed vs instruction. Sign DI and classify it into the applicable Site History Docket.
- Manage and control measuring and testing equipment on site (including calibration certificates).
- Obtain and validate qualifications (ex: welders, NDT inspector, etc) according to works performed.
- Validate, before tests or measurements, if equipment is calibrated and calibration certificate has been obtained.
- Control measurement and test methods to ensure compliance with technical / standard requirements.
- Validate, review documentation produced by subcontractors and ensure compliance with project management and contractual requirements.
- Manage and keep updated site history dockets during the entire site activities.
- Act to prevent any non-conformity.
- Detect anomaly and raise it into the NCM database.
- Report any high critical non-conformity.
- Re-inspect NC to ensure that the works are correctly done as per disposition, collect evidences and close the NCR into the NCM database as soon as works done.
- Participate to NC, CoNQ root cause analysis and realize feedback of experience with site team.
- Realize redlines and make sure that the supervisor and subcontractor document their modifications. Control the information on the redline drawings to ensure conformity with the established process HN-PS-0-Q-I-001 “Redline drawings”. Be the owner of redline drawings done (validation, recording, conformity, transmission, etc).
- Ensure to work with approved documentation and latest revision and control if subcontractors use the latest drawings revision or specifications.
- Ensure that receiving and shipping is managed effectively by the person responsible
- Perform preliminary works inspection, make corrected anomalies to minimize punch list items for the final walk down with the stakeholder.
- Manage and communicate the punch list.
- Participate actively in the site planning and mitigation of any delays at site.
- Responsible for leading and managing a crew of skilled laborers including but not limited to: delegation of tasks and supervision over work product, leading safety meetings and guiding staff to take proactive safety measures, providing direction, scheduling shifts, and involvement in hiring and firing decisions.
Qualifications / Requirements:
- Minimum of 10-years of prior hydro electric generator experience, preferably in a supervisor capacity.
- Graduate Engineer or a graduate of construction management
- Principles and practices of maintaining multi-purpose hydroelectric generating facilities, including dams, powerhouses, valve and gate houses and equipment associated with these facilities.
- Minimum of 5 years in mechanical installation of shaft lines, turbines, or generators
- Safe of heavy construction equipment.
- Theory and application of repair and replacement practices for mechanical equipment and heavy industrial machinery used at hydroelectric power generating facilities.
- Principles and practices of customer service.
- Excellent computer skills and MS Office knowledge
- Actively respect all safety instructions detailed in the site EHS plan and be proactive on all safety-related topics at the work site
- Report any quality issues and non-conformities and ensure the site quality plan is respected at every step of the work
- Ability to lead, motivate and empower staff
- Excellent communication skills that will drive output
- Perform skilled duties involving shaft line alignment, bearing settings, mechanical precision tool and measurements, setting on-site machining tools
- Operate project gantry cranes (not mandatory)
- Use a wide range of hand and power tools.
- Read and understand manuals, drawings, plans and specifications.
