Job Overview
The work to be completed is associated with execution and monitoring of the PNR Integrated HFEPP. In general, this entails active management of the Engineer, Procure, Construct (EPC) vendors with respect to their HFE scope through all phases of engineering change: scoping, design, installation and commissioning planning, installation, commissioning, available for service (AFS) and close-out. This scope is distributed across greater than 120 projects across all units and numerous non-identical component replacements (NICRs) associated with the following PNR project bundles:
- Retube & Feeder Replacement
- Boiler Replacement
- Turbine Generator
- Deep Water Intake
- Balance of Plant
- Facilities and Infrastructure
Roles and Responsibilities for PNR HFE staff are detailed below:
- Collaborate with the 3rd party vendors to actively manage the vendor's production of their deliverables including identification of applicable OPG and industry references including but not limited to HFE guidelines, Engineering Standards, Pickering design basis information, operating and maintenance documentation
- Support functional HFE oversight, review and acceptance of vendor designs and deliverables for the Human-Machine Interface (HMI) under the ECC governance. This oversight includes but is not limited to HFEPPs, HFE reports, N-FORM-10221 parts A, B, and C, conceptual design reports, design plans, design drawings/change papers associated with HMI/HFE, commissioning specifications, ITPs, and workplans
- Prepare/review/accept HF analysis, assessments and evaluation reports/ design memos (i.e. operational experience reviews (OER), system function analysis, function allocation assessment, task analysis, link analysis, communication analysis, workload analysis, workspace layout assessment, HMI design review, usability testing, HMI validation and verification and HFE summary reports)
- Review and provide Subject Matter Expert (SME) recommendation to the Design Team Leader (DTL) to accept modification specific documentation (e.g., modification design requirements, technical specifications, HMI change papers/drawings, system design manual, software requirements specification, computer system requirement, field initiated changes etc.)
- Support installation and commissioning including but not limited to review of construction completion declarations and commissioning reports
- Oversight of vendor HFE participation/attend/review of materials, walk downs and meetings including: modification AFS, systems available for service (SAFS), and unit return to service (RTS), construction completion declaration and Refurbishment restart control hold point completion (e.g. RCHP Phase 1 #3)
- Identify, make recommendations and track to completion the resolution of all significant Refurbishment HFE issues.
- Review the integrated HMI verification and validation plan and results (if required)
- Confirm modification specific HFE documents relevant as training and procedures input have been identified on the MEC reference document list (RDL)
- Project Regulatory interface support such as periodically meet, provide status updates, review/input to regulatory correspondence and attend inspection interviews
Qualifications
- Requires a knowledge of physics, chemistry, metallurgy, mathematics, electricity, engineering and economics to technically understand the operation of the facility. Requires advanced knowledge of one or more of these subjects to evaluate and propose improvements to processes, equipment and systems or to unit safety, reliability and performance. Requires a knowledge of English in order to prepare clear and concise reports and recommendations both verbally and in writing. This knowledge is considered to be normally acquired through the successful completion of a four-year university education in an appropriate engineering field or by having the equivalent level of education.
- The proposed HFE personnel shall be currently qualified under OPG's Nuclear Design Engineering Qualification program as "Design Engineer of Human-Machine Interfaces" which includes qualification as a "Design Engineer" (QID 33685) and a duty area (QID 7768) qualification that includes an OPG self-study program focused on OPG owned Nuclear Power Plant HFE design basis and specific operating experience as well as completion of instrumentation and control computer based training.
- As a demonstration of sufficient competency for assignment of tasks under this scope of work, proponents shall include CANDU specific HFE design experience.
