Synopsis of Role:
The Safety and Security Directorate provides WORLD-CLASS expertise and innovative solutions to address evolving nuclear safety and national security challenges. Advances science and technology for the larger scientific community, and is responsible for performing research and development activities, testing and evaluation services, and operational support in our core Mission, which includes:
- Develop and implement cutting-edge capabilities for security and safeguards applied to current and emerging nuclear fuel cycle facilities, nuclear proliferation detection, nuclear disarmament verification, combatting elicit CBRNE activities, and using nuclear techniques for non-nuclear applications (DETECTION AND SAFEGUARDS SYSTEMS)
- Advance and apply novel material characterization methodologies and differentiating signatures under a rigorous quality program to support Canadian and international nuclear forensics investigations and non- proliferation activities (NUCLEAR FORENSICS)
- Optimize protection strategies for public health and the environment, advance dose projection and monitoring tools, and enhance systems for the planning and preparedness, response, and recovery for nuclear and radiological emergencies (EMERGENCY PLANNING AND RESPONSE)
- Enable the effective cyber security of operational technology and digital instrumentation and controls in nuclear and other critical infrastructure through capability development and testing, training, exercises, and assessments (CYBER RESILIENCY FOR OPERATIONAL TECHNOLOGY)
The Technical Manager supports the Directorate Mission by managing the scientific research and technological operations of the Directorate. The purpose of this role is to establish scientific priorities and maintain internal/external relationships in the respective areas directly related to the Directorate's strategic focus and to be situationally aware of advances in the relevant fields that could further enhance and drive innovation.
Specific scientific technical competencies in the Technical Manager, include:
- Manages complex technical issues within the mandate of the Directorate
- Monitors scientific and technological trends and uses this knowledge to anticipate new and promising areas for research and development
- Is familiar with the broad range of policy issues related to the scientific or technical domain of the Directorate
- Can read and evaluate technical terminology and concepts in his/her area of responsibility
- Merits the respect of the science and technology community on the basis of demonstrated professional ability
- Demonstrates an understanding of the broad principles and practices of science and technology
- Continuously updates his/her personal knowledge in the field of science and technology
- Articulates science and technology purpose, values and business plan
- Develops strategies to facilitate the resolution of science and technology issues and problems
- Possesses knowledge of the innovation process
- Translates analysis into sound recommendations
- Understands the issues surrounding intellectual property management and technology transfer
The Technical Manager provides technical leadership, oversight, guidance of Mission performance, and stakeholder engagement.
- The Technical Manager will provide technical advice in planning, advocate for investment, and serve as a technical ambassador for the Directorate to both internal and external entities.
The Technical Manager will report to the Head of Directorate.

Education:
- Masters and 10 years or more experience or Bachelors and 15 years or more experience acceptable or equivalent
- PhD preferred
Experience:
- Experience and/or expertise with many of the Directorate's technical areas and capabilities
- Industrial and/or commercial experience desirable
Abilities and Skills:
- Passion for science, technology, and discovery
- Recognized leadership in one or more technical Mission areas within the Directorate
- Organizational skills, in both the technical and business domains, inclusive of planning and progress monitoring
- Exceptional communication skills, with an ability to clearly articulate strategic and technical concepts to broad audiences
Job/Industry Specific Knowledge:
- Project Management Professional (PMP) or Program Management Professional (PgMP) certification, desired
- Technical society membership and/or leadership in a Mission-relevant field, desired
- Participation on standards committee(s) in a Mission relevant field, desired
