Description:
Candidate will refine identified business and technical requirements and translate those into solicitation documents such as RFP/NRFP/RFQ/RFI as required. Candidate may also be involved in the upfront planning of how a project will be delivered.
Solicitation Document Preparation
- Support development of a strategy for procurement preparation based upon project goals and criteria.
- Refine identified business and technical requirements.
- Preparation of RFP (request for proposal)/NRFP (Negotiated Request for Proposal), RFQ (request for quotation), RFI (request for information) and draft review documents.
- Identify any subprojects where separate RFPs may be required to acquire specific vendor services.
- Assist the Department in providing RFP interpretations to vendors by developing written responses to questions.
Evaluation & Debrief
- Prepare RFPs selection methodologies, evaluation plans, evaluation criteria mandatory, evaluation schedules, and final award recommendations.
- Review vendor proposals for quality accuracy and adherence to required standards.
- Creation of supporting project documentation as per the guidelines of the Government of Alberta procurement policy.
- Assist in planning and scheduling bidders conferences and vendor presentations including agenda development for those activities.
- Assist in debriefing unsuccessful vendors.
Contract Execution & Post RFP activities
Assist the Department in finalizing contracts with recommended vendors.
- Conduct post procurement reviews and vendor evaluations lessons learned.
- Pprepare evaluation reports and procurement recommendations for Department reviews and signoffs.
Project Management
- Plan, coordinate, and prepare controlling documentation for procurement plans and processes.
- Develop effective communications processes to ensure adequate project progress and issue reporting to all participants and stakeholders.
- Plan and coordinate procurement activities including financial estimate, business technical requirements and contracting options.
- Additional procurement related responsibilities as required by the Project Delivery Manager.
Job Description
You will be responsible for many functions such as client management, data validation, file management, processing received applications.
- Review and complete grant payments
- Deliver grant programs by evaluating all required criteria and respond to questions of employers and other stakeholders.
- Interpret and apply varied program policies and guidelines, working with individual stakeholders to proactively identify and address issues/problems to ensure defined results are achieved.
- Develop and implement processes to monitor effectiveness, timeliness, and compliance with policy of contracted servies, including reviewing files and administrative systems, etc., analyze data and report on success rates, stakeholder feedback and client satisfaction.
- Proactively identify and resolve program delivery issues. Amend or cancel grants as may be required, taking legal, political, and client considerations into account.
- Evaluate the effectiveness of contracted services/programs and prepare statistical, financial and program activity reports for each grant/contract.
- Address and resolve client issues/complaints related to program delivery, program quality and eligibility.
- Gather input from stakeholders (i.e. employers, training providers), identify issues and prepare recommendations to resolve procedural and delivery problems.
- Provide research / analysis / consultation / program expertise to support the process of delivering grant programs that effectively and efficiently meet the goals of the department and address the needs of Albertans.
- You will also complete reconciliation in a variety of government computer systems, testing and maintenance of systems and the process manual
- You will also be integral in assisting in the application assessment process.
- You must be able to work independently, utilizing excellent time management, computer and interpersonal skills, as well as be an effective team member supporting Program staff and management.
- You will maintain the necessary program and system knowledge to support the delivery of programming. By doing this you will help ensure the Branch can meet processing targets.
