Project Name: Infrastructure Asset Inventory Procurement and Implementation (iTrack) VFA Replacement
Duration: 04/01/2024 to 03/31/2028
Max Rates: $130/INC - $120/SP - $113/T4

Working Hours:
- Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
- Work must be done from within Canada, due to network and data security issues.
- It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location: Resource will work remotely, though must be available for onsite meetings when required.
Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors and business clients. Frequency of meeting could be up to 3-4 times per month.
Scope:
Project 1: Infrastructure Asset Inventory Procurement and Implementation (iTrack)
iTrack Project has been initiated with a focus on procuring an Asset Lifecycle Management Solution that will replace current legacy applications that support the ALM Progra.
The Ministry of Infrastructure plans, manages, and controls a significant real estate portfolio, on behalf of the Government of Alberta. Infrastructure's mandate is to deliver an Asset Lifecycle Management (ALM) Program for its 12-billion-dollar portfolio. Infrastructure's portfolio is equivalent to 2.8 million square meters of space that when combined with the 20 million square meters of assets owned by partner ministries and stakeholders.
Project 2: VFA Replacement
VFA maintains a centralized inventory of all compositional features for all government owned or managed building from the time it was originally constructed and/or purchased by the province. The inventory includes vital data about each component (i.e. product name, model number, manufacturer, date installed, unit & installation costs, replacement value, life expectancy, scheduled maintenance activities and costs, last inspected, etc.) and captures building condition assessment (inspection) information. The contract for licensed use of the software will expire Mar 2028 and this initiative will modernize and replace the current solution.
Duties:
Responsible for the coordination and completion of IT program and projects. Oversees all aspects of the program and projects. Sets deadlines, assigns responsibilities, and monitors and summarizes progress of project. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding status of project.
Program Management Responsibilities

Also accountable for Project Delivery. Project Management Responsibilities
- Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries’ enterprise architecture.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
- Manage multiple projects, project resources and project governance.
- Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Provide leadership and assistance to business and project teams that require change management and communication support.
- Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
Equipment requirements:
- Resource will require own equipment
Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
In the event that, the Contractor’s resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
