Working Hours:
• Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
• Work must be done from within Canada, due to network and data security issues.
• It is anticipated the role will be 100% remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
Notes on Location:
Resource will work remotely, though must be available for onsite meetings when required.
Onsite meetings include but are not limited to strategic, architectural, and technical discussions, meeting with team members, senior managers, directors, executive directors, and business clients. Frequency of meeting could be up to 3-4 times per month.
Scope:
The Data Centre of Excellence Unit requires the support of contingent labour in order to deliver data strategy roadmap items.
The Government of Alberta’s (GOA) data strategy implementation leverages a cloud-based Data Fabric approach to organizing and managing GoA data assets. The Data unit is expected to support the development and delivery of various data products and services (e.g. analytical models, data dashboards, visualizations, etc.). This will enable data access to GoA stakeholders in support of critical analytical, policy, and legislative functions, processes, and activities.
The position will function as a Business Analyst and will be responsible for supporting a newly formed data center of excellence that delivers data products or related components to enable data access, analytics and economy to support data-informed decision-making. This role works with other individuals within the Data Centre of Excellence Unit and Data Strategy and Governance Unit, and across the organization, to discover, document, analyze and track business requirements that enable effective development and delivery of data products and components as enterprise assets. The role focuses on delivering business analysis artifacts, e.g. requirement management plans, user personas/journey maps, requirement traceability matrices, functional requirement specifications, with agility, focus on business outcomes, innovation, and transformation to ensure data is treated as a corporate asset. This role supports the Data Product Delivery team in identification, evaluation and recommendation, and delivery of data products and product opportunities for the GoA and its external partners (as needed).
The efforts of this role improve access to and informed use of GoA data assets both within and outside of government in support of policy analysis, program planning, and decision-making. This role requires the ability to think and work critically across the organization, as well as diving deeper on both data and information topics related to data access, data governance, and the data economy. Doing this work requires the role to work closely with other Analysts and Managers (and above) across the department to design, provide advice, and prepare recommendations for data product delivery.
The position participates in variety of interactions in and outside the department, which includes presentation, mediation and negotiation to/with clients, vendors, peers and decision makers in order to achieve consensus in understanding of complex relationships in information and data requirements of various internal and external clients and business units.
Duties:
General Responsibilities (any or all):
- Lead or facilitate meetings and workshops with GOA departments, clients, stakeholders, and project teams. (GOA-internal and/or external.)
- Lead or support identifying, gathering, analyzing, and documenting business requirements from several business areas.
- Document data product requirements.
- Create or support stakeholder analyses.
- Lead or support process mapping.
- Facilitate business process improvement sessions.
- Design and develop flow and relationship diagrams, including but not limited to process flow, data flow, entity relationship.
- Support the implementation of a combination of Data Fabric and Data Mesh approach to organizing and managing GoA data assets
- Support processes mapping, e.g. privacy impact assessments (PIA), security threat and risk assessment (STRA), architectural.
- Perform or support translating business requirements into detailed technical requirements and functional specifications.
- Support data product designs to ensure they meet business requirements.
- Capture and document business and technical metadata for data products.
- Provide support by collecting and compiling information from external stakeholders, GOA departments, and Service Alberta teams.
- Perform gap analyses.
- Align information and data management and application initiatives.
- Collaborate on shared strategies and projects.
- Provide data translation services to GoA departments and other internal or external clients.
- Create new business and technical processes and complete business process reviews/re-engineering for existing processes.
- Prepare presentations/demonstrations for engagement with stakeholders, steering committees, project groups and other stakeholders
- Represent corporate and operations interests in planning with government departments.
- Support the development of processes to enable sustainable data product delivery.
- Support the development of business cases and procurements.
- Coordinate approvals and sign-offs.
- Contribute to training strategy, modules, and content pertaining to usage of technical platforms and tools.
- Plan, monitor, document, and/or perform User Acceptance Testing.
- Develop test scripts and testing plans and documentation.
- Create or assist with creating project documents and associated planning documents.
- Lead or support project status meetings and other meetings as required.
- Provide support by bridging communication between vendors, client departments, and corporate technical and business teams.
- Make recommendations to project teams pertaining to issues, risks, and client satisfaction.
- Raise awareness of emerging issues that require senior or executive involvement
- Collaborate with various GoA staff and contractors across departments.
Deliverables:
- Specific deliverables and due dates will be determined by the client team in conjunction with project management.
- Status reports - weekly and monthly.
Equipment requirements:
• Resource will require own equipment.
Resource must provide their own computer and related equipment. The computer's operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource's computer.
In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
In the event that, the Contractor’s resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system.
The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.
Incumbency:
• Previously this role was filled by a contractor, however, for this and all other opportunities, the Ministry seeks the best person to fill the role.
Standard Background check required
• The Supplier shall, prior to commencement of the Services, provide the Province, on its request and at no cost to the Province, with criminal record checks.
Mandatory Training Courses:
• Once hired the resource will be required to complete all mandatory training which includes but not limited to Freedom of Information and Protection of Privacy Act and Security awareness training. There may also be some optional courses as well.
