Project Controls & Delivery Deputy Manager
About the Role
This role supports the management of complex marine projects that are critical to Canada’s defense and aviation operations. The Deputy Project Manager will work alongside the Project Manager – Major Projects to ensure project delivery is achieved on time, within scope, and in line with budgetary and quality requirements.
The position requires a professional with deep experience in large, dynamic projects, capable of managing both direct reports and large-scale indirect workforces, while maintaining effective communication with diverse stakeholders.
Key Responsibilities
- Manage a team of 2–4 direct reports and project activities involving up to a 200-person indirect workforce.
- Lead the planning, execution, and close-out of assigned project activities.
- Manage project scope, deliverables, and changes effectively.
- Help develop and implement full-scale project management plans.
- Manage project costs and budgets through engagement with functional stakeholders.
- Develop and maintain project schedules, ensuring key milestones are achieved.
- Monitor and report project progress using effective performance management tools.
- Execute the full project management cycle from initiation through close-out.
- Coordinate stakeholders, service providers, and subcontractors to deliver commitments.
- Employ active risk and opportunity management, developing recovery plans when needed.
- Integrate cross-functional teams (Production, Commissioning, Engineering, Planning, Quality) to ensure seamless system handovers.
- Deliver performance improvement initiatives and support departments in achieving project goals.
- Perform other duties as required.
The Ideal Candidate Brings
- Post-secondary education in Engineering or Project Management, or equivalent education/experience.
- Minimum 8 years’ experience supporting the delivery of major projects or operations.
- Real-time Earned Value Management (EVM) experience.
- Strong Primavera P6 and/or MS Project scheduling experience at detailed levels.
- Project Management Institute (PMI) registration required (PMP preferred).
- Proven experience on large, complex projects, ideally within the marine industry.
- Strong customer-facing and communication skills.
- Experience reporting at multiple stakeholder levels with clear, concise outputs.
- Demonstrated attention to detail, organization, and leadership in complex stakeholder environments.
- Strong knowledge of:
- Enterprise Resource Planning (ERP) systems
- Quality Assurance and Quality Control systems
- Planning, Scheduling, Risk, and Project Management Controls
- Eligibility for Canadian Secret Security Clearance and ITAR compliance.
