Job Description: P&C SCADA Engineer (E3 – Engineer)
Contract Duration: January 12, 2026 – January 12, 2027

Max INC Rate: $76.80
Max T4 Rate: $63.47
General Description:
The E3 Engineer is a fully qualified and accredited engineering professional responsible for delivering engineering design, estimating, planning, and quality management services for low to medium complexity projects and operations. This role ensures work is completed safely, within budget, on time, and aligned with BC Hydro’s engineering standards.
Responsibilities:
• Develop safe and effective engineering solutions by performing design activities, interpreting specifications, analyzing technical issues, and resolving problems on low to medium complexity assignments.
• Support project and operations goals by contributing to scheduling, cost planning, progress reporting, contractor payment recommendations, and proposing adjustments to plans as required.
• Conduct independent engineering studies and analysis, exercising judgment in selecting and interpreting information and making decisions based on standard methods and designs.
• Perform on-site construction quality control and monitoring tasks to verify design compliance.
• Collaborate with senior engineers on complex or unusual engineering challenges to support BC Hydro’s engineering risk management.
P&C SCADA Systems Design Responsibilities:
• Design, configure, test, and troubleshoot SCADA systems for electrical utility substations operating from 12kV to 500kV.
• Work with GE RTU products (GE D400, D20, D200, D25, IBOX), Ethernet networks, DNP3, Modbus Plus, protocol test equipment, and related utility SCADA technologies.
• Prepare engineering documentation and deliverables such as specifications, evaluation reports, design basis documents, estimates, hazard logs, and test plans in accordance with BC Hydro standards.
• Create design work packages including scope, duration, and level-of-effort estimates.
• Prepare signed and sealed engineering deliverables as a Professional of Record following EGBC and BC Hydro requirements.
• Provide technical assistance and construction support in the field; perform required EGBC field reviews.
• Develop detailed SCADA design packages, device point assignments, and system configurations.
• Configure and program RTUs, gateways, user interfaces, switches/routers, and IEDs related to SCADA systems.
• Specify and procure materials, panel assemblies, and related equipment.
• Test and validate device configurations in lab environments and execute pre-commissioning test plans.
• Provide technical guidance during design, factory testing, installation, and commissioning, and deliver training to end users and peers.
Duties:
• Deliver capital work involving integration of remote monitoring and control equipment across transmission stations, generating stations, and distribution systems.
• Undertake various engineering assignments and lead parts of projects, providing instructions, advice, technical leadership, and reviewing work for compliance with BC Hydro standards.
• Use initiative and judgment to develop innovative engineering approaches and resolve technical issues, consulting senior engineers when encountering unusual problems.
• Maintain productive working relationships with internal clients, external service providers, contractors, and suppliers.
• Work under general supervision with objectives defined; completed work is reviewed for feasibility and soundness of judgment.
• Review overall project plans, identify unusual features, and guide assigned staff as needed.
Education and Skills:
• University degree in applied science or engineering.
• Registered P.Eng. or P.Geo. with Engineers & Geoscientists BC, or registered elsewhere and eligible for EGBC registration.
• Familiarity with CAD systems, drawing standards, and standard industry design/analysis software.
• Intermediate proficiency in MS Office (Word, Excel, PowerPoint).
• Intermediate English communication skills, written and spoken.
• Experience with SCADA systems design for electrical utilities is required.
• Ability to work with BC Hydro’s Digital Sign and Seal technology; may require Notarius subscription.
Important Notes:
• Prior to assignment, the candidate must have their own sole practitioner Permit to Practice or use their firm’s Permit to Practice with EGBC.
• All BC Registrants will work under BC Hydro’s Professional Practice Management Plan.
• BC Hydro will retain all project documentation produced by the Registrant to satisfy EGBC bylaws.
